David AllenDavid C. Allen

Executive Director Kent County Land Bank Authority (KCLBA)

David has 20 years’ experience in urban community revitalization. Allen has founded several successful community-based development organizations including Oakdale Neighbors, City Vision, and most recently Lighthouse Communities (now LINC). David also served on the Grand Rapids Public Schools Board of Education for 7 years and was the Board President for 2 years.  Allen also served as a certified MSHDA Technical Assistance Consultant and worked with numerous community development groups throughout Michigan.   Dave Allen is currently Grands Rapids’ 3rd Ward City Commissioner.

During his tenure at LINC and most recently at the KCLBA, Allen has been responsible for the development of over 800 units of residential and commercial properties resulting in over $75,000,000 in development.  Dave Allen also currently serves as Grand Rapids’ 3rd Ward City Commissioner.


David de VelderDavid de Velder

Director of Real Estate Development

David has 25 years of real estate development experience.  Through his work as Director of Development for both Inner City Christian Federation and Habitat for Humanity Kent County, de Velder has overseen hundreds of new construction, renovation, and larger scale redevelopment projects.  The most notable project completed by de Velder was the demolition and redevelopment of two complete City blocks on the SE side Grand Rapids.  Prior to this work de Velder, who has a degree in Environmental Studies and Earth Science, worked for 10 years as an environmental consultant.  David has extensive experience with the clean-up of highly contaminated sites throughout the States of Michigan and Illinois.  David is also a State of Michigan licensed real estate agent.


LouAnn BryantLouAnn Bryant

Business Manager

LouAnn has extensive experience in the real estate industry.  Bryant is a certified rental property manager and has managed real estate in Las Vegas and Grand Rapids.  LouAnn spent 20 years working for three different community development agencies in various capacities ranging from executive administrative assistant to program manager.  Prior to coming to the Kent County Land Bank LouAnn was the business manager for a for-profit retail company.  In this position, Bryant became and certified by Intuit as a Quick Books Operator.  LouAnn’s unique blend of real estate and business management experience make her the perfect fit for her role of KCLBA Business Manager.


Ezekiel MojicaEzekiel Mojica

Administrative Assistant

Ezekiel is a graduate of GR Catholic Central High School and is working an Associate’s Degree from Grand Rapids Community College.  Mojica is part of the KCLBA’s new leadership development program and is learning all aspects of real estate development by providing administrative support to the Executive Director and Director of Real Estate Development.


Vince LambertVince Lambert

Contracted Accountant

Vince is Certified Public Accountant in the State of Michigan.  Lambert worked as a staff accountant for a large accounting firm in North Carolina.  Vince worked on a team that completed State mandated audits on several large public school systems.  In 2009, Vince entered the Peace Corp where he served for 2 years as the Rural Business & Community Development Advisor for the Mayor of Chişinau, Republic of Moldova.  Lambert is currently under contract with the KCLBA and closes out the books each month, oversees accounting, and leads our annual audit.
